Travel Agency Licensing
Legitimate operation in Türkiye requires Ministry of Culture and Tourism certification and TÜRSAB (Association of Turkish Travel Agencies) compliance under Law No. 1618 and its implementing regulations.
Tourist Guiding Law
Guiding is a licensed profession in its own right, governed by the Tourist Guiding Profession Law. Guides work in the specific languages listed on their official work card, with explicit statutory penalties for undisclosed commission steering.
The Guide / Driver Distinction
A chauffeur is not a licensed interpreter of history, and a guide is not automatically your transport provider. These are separate, separately regulated professions: and an itinerary that blurs the two is cutting a corner you're paying not to have cut.

Be skeptical of all three phrases, from any operator: including us, unless we can point to the specific mechanism behind them.
National Palaces Directorate (Milli Saraylar) vs. General Museums
Here is what is actually true: Istanbul's great monuments: Hagia Sophia, Topkapı Palace, the Basilica Cistern, the Chora: are public heritage, governed by conservation law, security protocol, and, in the case of active places of worship, religious practice. No private itinerary suspends those rules. This is also where generic itinerary copy tends to reveal itself: Topkapı Palace is not run through the Ministry of Culture and Tourism's general museum network. Since a 2019 presidential decree, it sits under the Directorate of National Palaces (Milli Saraylar): the same authority governing Dolmabahçe, Beylerbeyi, and Yıldız: which is why its ticketing, guiding, and access procedures don't always mirror a standard Ministry-run museum. An operator who doesn't know that distinction is planning your visit from outdated information.
Pre-book verified entry windows and timed tickets where the venue's own system allows it, reducing: not eliminating: queue exposure.
Route your day around the museum's actual operating patterns, closures, and prayer-time adjustments, rather than around a fixed template that ignores them.
